At the March meeting of the City Council, Moreno unveiled plans to introduce an ordinance that establishes a transgender issues commission in the Chicago Police Department as well as set guidelines for police to follow while handling transgender people.

Alderman Moreno is a co-sponsor and advocate for the plan to decriminalize marijuana possession, for people caught with under 10g. The people would not be arrested but would receive an on-the-spot fine, saving about 80,000 police man hours every year.
